A majority of Americans think members of the Islamic State of Iraq and the Levant are living in the United States and could execute a massive terrorist attack in the country at any time, according to a new poll.

The survey, released by CNN/ORC International on Monday, shows that 71 percent of respondents said that members of the militant group ISIL have the capability and resources to carry out terrorists plots in the U.S. The same poll found that 53 percent of those interviewed are "very concerned" about the threat ISIL poses to national security, while 34 percent are "somewhat concerned."

President Barack Obama plans to address the nation Wednesday about his plan to confront ISIL, but the poll also shows that many Americans don't consider the president and his administration prepared to deal with the group. Of the respondents, 67 percent said the president does not have a clear plan, while only 30 percent said he has a clear plan in place.

Although respondents consider ISIL a threat, a majority - 61 percent - are against putting troops on the ground to combat militants in Iraq and Syria. Sixty percent also said they only supported U.S. military action against ISIL if other countries participate in the overall mission.

The survey was conducted Sept. 5-7 with 1,014 respondents over landline and cell phones, with a margin of error of plus-or-minus 3.5 percentage points.
