Dealing a major blow to President Barack Obama's environmental agenda, the Supreme Court on Tuesday blocked the Environmental Protection Agency's carbon rules for power plants while it considers a legal challenge from states and industry groups.
The surprise decision reverses a lower court's decision in January not to stay the rule as lawsuits move through the D.C. Circuit Court of Appeals.
