President Cannot Unilaterally Raise The Debt Ceiling!

Former President Bill " I did not have sex with that woman" Clinton has said that Obama should go on the offensive and  use the 14th Amendment as a basis  to raise the debt limit without Congressional approval. Invoking the nebulous language of the 14th amendment to give the President power to unilaterally raise the debt ceiling would,in my opinion, be an impeachable offense!
